Health, time poverty and right to disconnect, the main topics of the IATUR Conference and TUW2021

Other topics to be discussed will be the reduction of working hours and good practices promoted by municipalities in the use of time. To conclude the Congress, the first World Declaration will be presented, which calls for the regulation of the Right to Time as a right of citizenship. "Registrations are now open for the Time Use Week and the IATUR Conference, Barcelona from October 25th to 29th.

The International Association for Time Use Research (IATUR) will hold its 43rd World Conference in Barcelona from October 27th to 29th as part of the Time Use Week events.

 

The Conference aims to showcase time use research advances and connect them with concrete and applicable time policies for citizens. The congress will have two main conferences: one, connecting public health and time policies in the post Covid-19 era, in which will speak: Oriel Sullivan Professor of sociology of gender and co-director of the Centre for Time Use Research at University College London (UCL), co-designer of the UK 2014-2015 Time Use Survey (the UK submission to the Harmonised European Time Use Survey). and Carmen Cabezas, PhD in Medicine and currently, secretary of Catalan Public Health. The second presentation will deal with the measurement of time uses and how they can help us to fight against time poverty, and especially the impact on gender, in a conversation between Anne Clémenceau, director of Eurostat and responsible for the Harmonized European Time Use surveys, Lidia Arroyo, sociologist and anthropologist specialized in gender and digital inclusion, and Indira Haraway, director and professor of economics at the Centre for Development Alternatives (CFDA), Ahmedabad, India and specialist in time poverty.

 

These events will be in English and accessible to those registered for the conference.

 

Time Use Week will end with the presentation of a pioneering global declaration promoting the right to time as a citizenship right.

 

The formal inauguration will be a conversation between Carl Honoré, voice of the Slow movement, Carla Estivill, voice of the Estivill Dream Foundation, followed by institutional speeches.

 

After the formal inauguration , Monday 25 will start with a debate on two current labour issues: the right to digital disconnection and the 4-day week, with speakers such as: Alex Agius, Member of the European Parliament and spokesperson of the report on the Right to Disconnect (2021), Manuela Geleng, Director of Jobs and Skills of DG Labor of the European Commission, Joaquín Pérez Rey, Secretary of State for Labor and Social Economy of the Government of Spain and Charlotte Lockhart, CEO of 4 week global, the pioneer foundation promoting the 4-day week.

 

On Tuesday 26th, a full day of local and regional time policies will be held to promote the exchange of good practices. The conclusions of the debates on urban time policies that have been held this year will be presented, such as the 15-minute city, or the time policies applied during the pandemic, among others. The re-launching of the Local and Regional Governments Time Network will also be formalized. Municipalities from all over Catalonia and Europe, such as Barcelona, Terrassa, Girona, Lleida, Strasbourg, Rennes, Milan and Bolzano, among others, will participate in the event.

 

And finally, as a highlight, the President of the Generalitat de Catalunya, Pere Aragonès, and the Mayor of Barcelona, Ada Colau, together with the President of IATUR and members of the International Labour Organization will present the first international political declaration on time policies, signed by leading institutions, organizations and research centers worldwide, which calls for the recognition of the right to time as a citizen’s right, and formalizes a roadmap for 2022-24 to ensure that the EU includes recommendations on the right to time and formalizes the Local and Regional Agenda of time policies.

 

All Time Use Week events will be free of charge. It will be a hybrid event, translated simultaneously into Catalan and English. To attend it is necessary to register in advance. Most of them will be held in Sant Pau, although there will also be de-centralized events at other catalan cities or organized by social and labour organizations.
